Those that are new immigrants to the United States are not eligible for Medicare. Only residents of the United States (citizens, permanent residents) are eligible for Medicare. In most cases, you will have to pay a premium for Medicare Part B. If you or your spouse worked and paid Medicare taxes for at least ten years (40 quarters), you will not have to pay a premium for Medicare Part A.
